12-23-02: Mayor vows 2003 will be better year
By LANCE MIHM
The Daily Standard

MONTEZUMA - Montezuma mayor Charlotte Garman thanked council members for making it through a turbulent year at Saturday's council meeting and promised a better year in 2003.
"It was a rough year," Garman told the council. "You guys did great sticking through it."
The village has had almost constant political bickering the last few years, and it reached its peak in July of this year when villagers petitioned to have the village unincorporated. The move was eventually defeated by voters. Preparing for future
Garman pushed councilors to prepare for 2003.
"I want you guys to think of goals for next year," Garman said. "We need to make a priority list. I want you guys to think about this."
In the business meeting, an ordinance on unsafe buildings was tabled because of its wording.
The ordinance has been in the works for over a year, but no action has been taken because of questions from council. This time, councilor Max Brodbeck challenged the description determining when a building is habitable.
Brodbeck also wanted the word "morals" struck out in several places in the ordinance.
Garman said the ordinance had been taken to solicitor Dave Bruns and okayed, and added that it read the same as Rockford's which has been enforced for years without problems. However, councilors still weren't biting.
"Well you guys have to change it," Garman said. "But I don't want to wait another six months. I want you to have something ready for the next council meeting." DP&L agreement
    In other business, council:
    - Reached an agreement with DP&L in Dayton to provide power to the village and passed it as an emergency.
    - Approved Dave Bruns as village solicitor at $100 per hour.       hanked Ohio Heating and Plumbing for PVC pipe and glue for an underground conduit and St. Henry Tile for cement bumpers donated to the village park improvement project.
