  When a flag flies upside-down, it is considered a sign of distress, and lately, is considered a sign of disrespect, according to a spokesperson for the Celina Veterans Service Office. This City of Celina flag, flying over Eastview Park, indicates the city must be under seige, or someone just wasn't looking, really looking, when the flag was put up.
