Contracts will be for a period of one (1) year from the date of Contract with option for renewal.
Each bid must be enclosed in an appropriately marked and sealed envelope and must contain the full name of every person or company interested in the same. All bids shall be made on Bid Forms furnished with the Invitation to Bid and must be accompanied by a Bid Bond or Certified Check in the amount of five percent (5%) of the total amount of the bid as a guarantee that, if a bid is accepted, the bidder will enter into a Contract. On bids for services, or where quantities are not determined, a bid security of five hundred dollars ($500.00) will be required. A Performance Bond may be required on Contracts for professional services.

LIQUID POLYMER
The City of Celina is requesting sealed bids for Liquid Polymer, approximately 18,400 pounds/year, for screw press dewatering of aerobically digested wastewater sludge. Polymer jar testing and performance testing must be completed prior to bidding. The jar testing must be completed by the polymer supplier at the Celina Wastewater Treatment Plant with the assistance of Wastewater Treatment Plant personnel. Following jar testing, polymer suppliers must provide a 5-gallon pail of choice polymer(s) (maximum of two) to be bided to the Celina Wastewater Treatment Plant to allow City personnel to complete performance testing. Pails of polymer must be received no less than FIFTEEN (15) days prior to the bid date.

LEGAL NOTICE TO BIDDERS
Public Notice is hereby given that the City of St. Marys, Ohio, will receive sealed bids for the purchase of several parcels of properties. The first seal bid auction is for a lot with a street address of 915 Keel Drive and an Auglaize County Parcel number of K3204700100 in the Sleepy Hollow subdivision. The second sealed bid auction is for three parcels of city-owned land located on St. Marys River Road and Markley Road near the former landfill. A map detailing these three parcels up for bid is available at the municipal building at 101 W. Spring St., St. Marys, OH. Two of these lots are commonly referred to as Lhamon East and West farms. The third, a residential lot, has an address of 03571 Markley Road, St. Marys, OH, 45885. Each of these three lots will be auctioned separately via sealed bids.
Sealed bids will be received by the Director of Public Service & Safety of St. Marys, Ohio, until 12:00 Noon EST, Thursday, June 18, 2026. The winning bidders will have thirty (30) days to complete due diligence and close on their property. Bidders can submit bids for multiple parcels, but a separate bid must be submitted for each parcel in the auctions. The lots are being sold as is. Bids for each auction will be opened separately on the due date.
There is a minimum bid of Forty Thousand Dollars ($40,000.00) for the lot with parcel number K3204700100, which is located at 915 Keel Drive; and a minimum bid of Fifty Thousand Dollars ($50,000.00) for the residential parcel that has an address of 03571 Markley Road; which the Director of Public Service & Safety of St. Marys, Ohio, has the authority to waive at his discretion. In the event of a tie, those bidders will be given one opportunity to submit a revised bid within 24 hours of bid opening.
The sealed bid auction for Tract 1 (30.830 acres) and Tract 2 (53.433 acres), known commonly as the Lhamon East and West Farms, will adhere to the following stipulations: Individuals must submit a separate sealed bid for any parcel he or she wishes to bid on. After submission of all bids, the top four (4) bidders will be notified to attend a meeting at a time and place to be determined. At that time, they may submit a rebid. Then the top two (2) will be notified. The top two rebidders will be permitted to adjust their bid verbally until the highest bid is determined.
All bidding will go on until a successful bid is accepted. Under law, the Director of Public Service & Safety of St. Marys, Ohio, does have the authority to reject any and all bids and readvertise said properties at his discretion.
