* IMPACTS...The cold wind chills as low as 15 below zero could result in hypothermia if precautions are not taken. Wind chill values can lead to hypothermia with prolonged exposure.

The city's water treatment sludge ponds overflow this week. The water treatment plant superintendent said the sludge, consisting of lime and algae, is so heavy it doesn't leave the ponds.
