* IMPACTS...Minor flooding in low-lying and poor drainage areas.
* ADDITIONAL DETAILS... - At 1054 AM EDT, local law enforcement has reported minor flooding in the advisory area. Between 2 and 3 inches of rain have fallen. Additional rainfall amounts of 1 to 1.5 inches are possible. - Some locations that may experience flooding include... Troy, Piqua, Greenville, Celina, Tipp City, St. Marys, West Milton, Coldwater, New Bremen, Minster, Versailles, Covington, St. Henry, Arcanum, Newport, Bradford, Union City, Fort Loramie, Fort Recovery and Pleasant Hill.

Debra Fishbaugh
Debra "Debbie" J. Fishbaugh, age 65, of Celina, passed away at 9:36 pm on March 4, 2021 at her residence in Celina.
She was born on May 30, 1955 in Celina to the late Charles & Margaret (Vorhees) Ellis. On August 19, 1972, she married Jimmy Fishbaugh, who preceded her in death on June 26, 2018.
Debbie is survived by her daughter, Angie (Jeremy Davis) Fishbaugh of Celina; an uncle, Rev. Lee (Phyllis) Ellis, Wapakoneta; a brother-in-law, Eddie (Doris) Fishbaugh, Celina; a sister-in-law, Brenda Fishbaugh, Celina and many nieces, nephews and cousins.
She is also preceded in death by a brother-in-law, Mike Fishbaugh; and her faithful pet dog, Fluffy.
Debbie worked for thirty-two years in the grocery industry before her retirement; having been employed at Pantry Pride, Big Bear and Friendly Markets. After retirement, Debbie worked at Cakes by Design. She was a member of the Christian Faith Baptist Church in Sidney and the Celina American Legion Post #210.
Debbie loved people, she was well known by many in the community; she was known as always being active and would be recognized and remembered for her kindness and her big heart.
Visitation will be held on Tuesday, March 9, 2021 from 3:00 pm-7:00 pm at Cisco Funeral Homes in Celina. Funeral service will be on Wednesday, March 10, 2021 at 10:00 am in the Funeral Home with Rev. Lee Ellis officiating; the family will receive friends from 9:00 am-10:00 am before the funeral service. Interment will follow at Mercer Memory Gardens in Celina.
Attendees are required to follow social distancing and guidelines dictated by the Ohio Department of Health, due to the national concerns of COVID-19. Masks are required by attendees at visitation and funeral service.
Memorial contributions can be made to the State of the Heart Hospice and/or Cancer Association of Mercer County.
