Cardboard, duct tape and determination took center stage Saturday afternoon as five two-person teams launched handmade boats into the water at Belcher Park during the annual Wapakoneta Summer Moon Festival. Some crews crossed the finish line faster than others, but all proved cardboard can float- at least for a little while.
