The Board of Zoning Appeals of the City of Celina will hold a public meeting on Thursday, February 26, 2026,in the Celina Administration Building, 225 N. Main Street (second floor in the City Council Chambers). The meeting will begin at 6:00 p.m. to consider the following request(s):
For review is a request by Cole Stephens of Celina, Ohio. He wants to build a single-family dwelling unit on Bayview Drive (lot #27-044600). He is asking for a 5-foot setback in the rear of the property. Zoning is R-3.
For review is a request by Steve Posada of 122 Magnolia requesting a variance for a detached garage height. He is requesting 17' height. Zoning is R-1.

Sealed bids, in accordance with Section 307.86 of the Ohio Revised Code, will be received by the Board of Commissioners of Mercer County, Ohio for the following items for the use of the Mercer County Engineer and Mercer County Townships for all work incidental thereto in accordance with the specifications therefore:

Specifications and bid forms are on file and may be obtained from the Mercer County Engineer, 4884 Mud Pike, Celina, OH 45822.
All bids for asphalt emulsion must be accompanied by a bid bond or certified check in the amount of 5% of the bid. Checks should be made payable to the Board of Mercer County Commissioners. Failure to submit a proper bid guaranty will automatically invalidate the bid.
The Contracts will be awarded on a unit price basis. The Contracts shall be for the period of April 1, 2026, to March 31, 2027.
The County may sample materials at any time and have same tested by an approved laboratory. All expenses of testing will be paid by the County.
The aggregate shall be furnished to county/township-owned trucks F.O.B. the Bidder's Plant.
The Board of Commissioners of Mercer County reserves the right to reject any or all bids and to waive any irregularities when the same are to Mercer County's advantage.
No bidder may withdraw a bid within 60 days after the actual date of the opening thereof except as provided in section 9.31 of the Ohio Revised Code.

NOTICE TO BIDDERS
The Mercer County Commissioners and the City of Celina will receive sealed bids for the construction of the State Route 703 Water-line Replacement Project.
Bids will be received at the Mercer County Commissioners office located at Room A201, 220 W. Livingston Street, Celina, OH 45822, until 11:00 a.m. (local time), February 26, 2026, at which time and place bids will be opened publicly and read aloud. Bids received after 11:00 a.m. (local time) will be returned unopened.
Bids will be received on a unit price basis as outlined in the bid documents:
The project includes the replacement of an existing waterline along State Route 703 and other related items. The project is located within the jurisdictions of both the City of Celina and Mercer County. One bidder will be awarded the entire project, with separate contracts being signed by each public entity for their respective portions of the project.
Bids must be signed and submitted on the separate bidding forms included in the Bidding Documents, sealed in the provided envelope, and shall be accompanied by either a Bid Guaranty Bond in the amount of 100% of the Bid amount or by a certified check, cashier's check, or letter of credit on a solvent bank in the amount of not less than 10% of the amount of the Bid, subject to conditions provided in the Instructions to Bidders. Bid security, furnished in Bond form, shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety. The successful bidder will be required to furnish a satisfactory Performance Bond in the amount of 100% of the Bid.
Attention of bidders is called to all of the requirements contained in this bid packet, particularly to the State of Ohio prevailing wage rates, various insurance requirements and various equal employment opportunity provisions.
The Bidding Documents, which include Drawings, Specifications and blank bid forms, may be examined and obtained at the office of Access Engineering Solutions, LLC., 1200 Irmscher Boulevard, Suite B., Celina, OH 45822. Bidders may obtain copies of the documents, with the cost of $25.00 for an electronic copy and $100.00 for a paper copy. The Joint Board of County Commissioners will receive sealed bids for the Sites Sawmiller County Line Tile Main Replacement Project, which includes the replacement of a tile main starting north of Deep Cut Road and west of Mercer Van Wert County Line and heading in a northeasterly direction. The project is located in Section 13 and 24 Union Township Mercer County, Section 18 Jennings Township Van Wert County, & Section 19 Salem Township Auglaize County, Ohio. Starting location is 0.25 miles west of Mercer Van Wert County Line Road and 0.6 miles north of Deep Cut Road.
Bids will be received in the office of the Mercer County Commissioners located at 220 W. Livingston Street, Rm. A201, Celina, Ohio 45822 until 10:00 a.m. (local time), March 5, 2026, at which time and place bids will be opened publicly and read aloud. Bids received after 10:00 a.m. (local time) will be returned unopened.
