SECOND PUBLIC HEARING

PY 2023 COMMUNITY HOUSING IMPACT AND PRESERVATION PROGRAM

Mercer County intends to apply to the Ohio Development Services Agency (ODSA) for funding of Community Housing Impact and Preservation (CHIP) activities under the Community Development Block Grant (CDBG) Small Cities Program and the Federal HOME Investment Partnership Program, both federally-funded programs administered by the State of Ohio. The CHIP applications are due to the State by June 21, 2023.

On January 19, Mercer County conducted the first public hearing to inform citizens about the CDBG program, how it may be used, what activities are eligible, and other program requirements.

Mercer County and the City of Celina will apply as a Partnership for various CHIP activities for PY 2023: Owner Rehabilitation $420,000; Owner Home Repair $210,000; and Administration $70,000. Mercer County, as Grantee, is applying for a total of $700,000 to fund these activities and allocating $300,000 in the City of Celina and $400,000 throughout Mercer County. Matching funds up to $20,000 will be used from Mercer County's Revolving Loan Fund (RLF), $1,000 from Allocation funds, and $24,046 from CHIP HOME Program Income. The national objective is to benefit low or moderate-income households. The CHIP Program funds will be used throughout Mercer County and within the City of Celina.

A public hearing will be held on Thursday, June 8, 2023, at 11:00 a.m. in the Board of County Commissioners Office located at 220 West Livingston Street, Room A201, Celina, Ohio, to allow citizens the opportunity to provide input on the activities.

NOTICE OF PUBLIC HEARING

Notice is hereby given that the County of Mercer will hold a Public Hearing on, Thursday, June 1, 2023, at 11:00 a.m. in the Mercer County Commissioners Office, Central Services Building, 220 West Livingston Street, Room A201, Celina, Ohio.

Based on both citizen input and local officials' assessment of the county's needs, the county is proposing to undertake the following Revolving Loan Fund activities:

The county intends to loan the amount of $200,000 to Legacy 127 LLC dba GCS Midwest Ltd, to purchase property at 3769 U.S. 127, Celina. GCS Midwest Ltd. will create 8 FTE jobs, of which 5 will be offered to or made available to LMI persons; which meets the National Objective.

The total project cost will be $620,000 with funds coming from Revolving Loan Fund of $200,000; Equity $31,000 and Private Lender $389,000. 

The county also intends to loan the amount of $100,000 to holding company, MRB 1896 Studio Apts. LLC, to purchase property at 107 S. Wayne St., Fort Recovery. A Simple Touch Home Decor LLC will create 4 FTE jobs, of which 3 will be offered to or made available to LMI persons; which meets the National Objective.

The total project cost will be $459,912 with funds coming from Revolving Loan Fund of $100,000; Equity $22,996 and Private Lender $336,916. 

This second public hearing is being held to give citizens an adequate opportunity to review and comment on the county's proposed applications, before the loans are approved.

Notice is hereby given that on the 29th day of June, 2023, at 10:30 a.m., a public hearing will be held on the Budget prepared by the Liberty Township Trustees of Mercer County Ohio, for the next succeeding fiscal year ending December 31st, 2024.

Such hearing will be held at the Township Building in Chatt.
