* WHEN...Until 600 AM EDT.
* IMPACTS...Minor flooding in low-lying and poor drainage areas.
* ADDITIONAL DETAILS... - At 306 AM EDT, radar and automated rain gauges indicated heavy rain due to thunderstorms. Minor flooding is ongoing or expected to begin shortly in the advisory area. Between 1 and 2 inches of rain have fallen. Additional rainfall amounts of 0.5 to 1 inch are possible. - Some locations that may experience flooding include... Bellefontaine, West Liberty, Jackson Center, Russells Point, De Graff, Lakeview, Chippewa Park, Huntsville, Valley Hi, Mcmorran, Lewistown, Logansville, Bloom Center, Springhills and Lippincott.

J. Scott Mowen
J. Scott Mowen, 76, of Lima, died 4:48 a.m. July 4, 2007, at his residence.
He was born Sept. 1, 1930, in Allen County, to Joseph W. and Isabel E. Sarber Mowen Maurer. On May 22, 1971, he married Irene V. Eckstein, who survives.
Surviving are two half brothers, Mike and Mark Mowen; a half sister, Linda Regina; and a brother-in-law, Paul Butchko, Marion.
Deceased is a half sister, Mary Butchko; and a stepfather, Edward Maurer.
He retired in 1996 from the customer service department at St. Rita's Medical Center, Lima, and was previously employed at Standard Oil Co. and Clark Equipment Co. He was a U.S. Air Force veteran of the Korean Conflict and member of St. Gerald Catholic Church, American Legion Post 96, a life member of Elks Lodge 54, all of Lima, and a former member of the National Wood Carver Association.
Funeral Mass is at 10 a.m. Saturday at the church, the Rev. George Blasick officiating. A private family burial will be at Gethsemani Mausoleum, Lima, were military rites will be conducted by the Veterans of Foreign Wars Post 1275, Lima.
Calling is 3-7 p.m. today at Chiles-Laman Shawnee Chapel.
