* ADDITIONAL DETAILS... - At 1146 PM EDT, radar indicated heavy rain due to thunderstorms. Minor flooding is ongoing or expected to begin shortly in the advisory area. Between 1.5 and 3 inches of rain have fallen. - Some locations that may experience flooding include... A huge grinder called The Beast spews newly made mulch at the city's former landfill off Summit Street on Friday. The tons of mulch will be made available free to residents. The mulch was made from tree limbs and leaves picked up over the last year by city crews.
