Inmate Mark Springer shows the close quarters in his cell at the Mercer County Jail. The facility, which opened in 1939, is certified to hold 15 prisoners. On Nov. 6, voters will decide the fate of a half-percent sales tax with revenue earmarked for construction of a new 100-bed jail.
