* IMPACTS...The cold wind chills as low as 15 below zero could result in hypothermia if precautions are not taken. Wind chill values can lead to hypothermia with prolonged exposure.

St. Marys school district technology coordinator Kyle Menchhofer gets the 21 new smart phones powered up for today's distribution to third-graders. The new technology will be used for at least a two-month trial period.
