Jennifer Miller, assistant librarian at Rockford Carnegie Library, shelves books on Tuesday. The library board is seeking its first levy on Nov. 2 after years of budget cuts. This year the library had $7,000 to spend on books and materials, down from the $45,000 it had in 2005.
