* WHERE...St. Marys River at Rockford.
* WHEN...Until this afternoon.
* IMPACTS...At 13.0 feet, State Route 117 near Route 118 north of Rockford is water-covered and closed.
* ADDITIONAL DETAILS... - At 8:40 AM EDT Sunday the stage was 13.0 feet. - Forecast...The river is expected to fall slowly this afternoon, falling below flood stage later this evening. - Flood stage is 13.0 feet.

Loutisha Francis
Loutisha L. Francis, 44, of St. Marys, died May 30, 2012, at the Cleveland Clinic, following an extended illness.
She was born Nov. 18, 1967, in Welch, W.Va., to John and Eunice Flanagan Coldiron. Her father is deceased and her mother survives in St. Marys. On Aug. 15, 1987, she married Donald D. Francis, who survives.
Other survivors are two children, D.J. (Amanda) Francis, St. Marys, and Spencer Francis, St. Marys; siblings, Kim Coldiron, St. Marys, John Coldiron, Mexico, Mary (Kirby) Lambert, Princeton, W.Va., and Samantha (Rob) Clark, Princeton; and in-laws, Don (Wanda) Francis, St. Marys.
She was a 1987 graduate of St. Marys Memorial High School and a graduate of The Ohio State Beauty Academy. She previously worked as a hairdresser at Famous Hair and attended Garden of Love Old Regular Baptist Church, both of St. Marys.
Services are 10:30 a.m. Monday at Miller Funeral Home, St. Marys, with Tim Smith and Gary Mosley officiating. Burial is at Elm Grove Cemetery, St. Marys.
Calling is 2-4 and 6-8 p.m. Sunday at the funeral home.
