Bob Stover, manager of The Peoples Bank Co. on Wayne Street in Celina, shovels snow from the sidewalk this morning. Businesses opened back up today after many shut down Wednesday due to the area's being under a level 3 snow emergency, which meant roadways were closed to non-emergency personnel.
