Workers from Shinn Bros. of Celina continue construction of the walkway along West Bank Road late last year. The Ohio EPA and U.S. Army Corps of Engineers mandate that city officials develop 7.15 acres of wetlands as part of the project. The city so far has created only 2.41 acres.
