* WHAT...Very cold wind chills as low as 10 to 20 below zero expected.
* WHERE...Portions of east central and southeast Indiana, northeast and northern Kentucky, and central, south central, southwest, and west central Ohio.
* WHEN...From 7 PM Friday to noon EST Saturday.
* IMPACTS...The dangerously cold wind chills as low as 20 below zero could cause frostbite on exposed skin in as little as 30 minutes.

The handicapped-accessible parking spots seen in this city lot will need new signs if city officials want to penalize people who park there illegally. Celina City Council members this week passed emergency legislation setting a $350 fee for people who park illegally in the spots in city parking lots and rights of way. Prior to Monday night there was no set fine.
