Committee reviewing rules

State officials may soon be able to issue civil penalties against agricultural polluters, Mercer County Soil and Water Conservation District board members learned on Thursday.
State agriculture engineer Terry Mescher said Joint Committee on Agency Rule Review members are reviewing the statewide agricultural pollution abatement program's rules. Committee members review all program rules every five years. [More]

CELINA - A rural Celina man was sentenced to the equivalent of 28 months in prison for 10 counts of pandering obscenity or sexually oriented material involving minors, each a fourth-de-gree felony.
Brian A. Winner, 40, 5445 Behm Road, Lot 7, Celina, had pleaded guilty in a plea agreement on July 27. Thirty-five other counts of pandering obscenity involving a minor, all third-degree felonies, were dismissed in exchange for his plea. [More]
