* WHAT...Minor flooding is occurring and minor flooding is forecast.
* WHERE...St. Marys River at Rockford.
* WHEN...Until Sunday evening.
* IMPACTS...At 13.0 feet, State Route 117 near Route 118 north of Rockford is water-covered and closed.
* ADDITIONAL DETAILS... - At 9:40 PM EDT Saturday the stage was 13.1 feet. - Forecast...The river is expected to rise to a crest of 13.2 feet just after midnight tonight. It will then fall below flood stage early tomorrow afternoon. - Flood stage is 13.0 feet.

Elvin Forlow
Elvin L. Forlow, age 78, of Celina, Ohio passed away on Sunday, March 25, 2018 at the Arthur G. James Cancer Hospital in Columbus, Ohio.
He was born on June 7, 1939 in Mercer County to the late Forest and Marcella (Strable) Forlow. On June 1, 1962 he married Marlene Apple, who survives living in Celina.
Also surviving is his son and daughter-in-law Timothy and Angel Forlow of Celina, his two grandchildren Garrett Forlow and Nick Forlow, a brother and sister-in-law Duane & Candy Forlow of St. Marys and his two sisters Lois Stein of Chicago, IL and Janet Kittle of Ft. Recovery.
Elvin was preceded in death by his parents, his son Mark Forlow and his brothers-in-law Jim Kittle and Jerry Stein.
He graduated from Celina High School in 1957 and served in the National Guard. He was formerly employed at Wolfe Firestone and Bruce Green's Ford. Then he retired from Crown. After he retired he worked for CBS Automotive in Celina.
He was a member of the St. John Lutheran Church, Hopewell Township. He was very involved at his church, he sang in the choir, was an elder of the Church, participated in The Lutheran Men in Mission group and played on the dart ball team. Elvin was also a member of the Grand Lake Sound Waves Chorus.
Funeral services will be held at 10:30 a.m. on Thursday, March 29, 2018 at the St. John Lutheran Church, Hopewell Township, with Rev. Karen Tomorria officiating. Burial will follow in the North Grove Cemetery in Celina.
Friends may call from 3-7 p.m. on Wednesday at the Leh-man-Dzendzel Funeral Home in Celina and one hour before services at the Church on Thursday.
