Alexandria Koch, 16, founded a small nonprofit organization, AlexsAngelBlankets, through which she customizes blankets and creates care packages for hospitalized children. CELINA - Mercer County commissioners this week moved to approve the general plan and proceed with the Carthagena Area Sewer System project.
They also awarded Shinn Bros Inc. of Celina a $1.68 million contract for the project, which came in slightly under the engineer's estimate of $1.7 million.
