* WHAT...Minor flooding is forecast.
* WHERE...St. Marys River at Rockford.
* WHEN...From this afternoon to Sunday evening.
* IMPACTS...At 13.0 feet, State Route 117 near Route 118 north of Rockford is water-covered and closed.
* ADDITIONAL DETAILS... - At 10:40 AM EDT Saturday the stage was 12.9 feet. - Forecast...The river is expected to rise above flood stage this afternoon to a crest of 13.2 feet this evening. It will then fall below flood stage early tomorrow afternoon. - Flood stage is 13.0 feet.

Robert Highley
Robert "Bob" Highley, age 89, of Celina, Ohio, passed away at 7:00 pm April 19, 2019, at his residence surrounded by his family. He was born March 14, 1930 in Mercer County, to the late Orville and Leona (Hatfield) Highley. On June 6, 1952 he married Patricia L. (Brown) Highley, and she survives at the residence in Celina.
  Other survivors include his children, Richard (Kathy) Highley, Celina, Rebecca (Richard) VanTilburg, Celina, Vickie (Christopher) Houts, Powell, Ohio, Michael (Mary) Highley, Celina, and Diane (Randy) Donovan, Celina; a sister, Betty (Jerry) Powell, Celina; a brother, James (Georgia) Highley, Celina; a sister-in-law, Mary Anne (Olen) Bollenbacher, Celina; 13 grandchildren; 17 great grandchildren; and many nieces and nephews.
  Also preceded in death by a daughter, Susan Highley.
  He was a 1948 graduate of Celina Senior High School. Bob worked his entire life self-employed as a farmer. Farming was his true passion and he woke up every day feeling blessed to be a farmer. He and his wife were also very proud to accomplish the feat of traveling to all fifty states.
  He was a member of Mt. Carmel Church of God, Durbin Community Club, and the Mercer County Farm Bureau Council for over 50 years.
  Visitation hours will be from 2:00 pm - 8:00 pm on Tuesday, April 23, 2019 in Cisco Funeral Home, Celina.
  Funeral services will be held at 10:30 am, Wednesday, April 24, 2019 in the Mt. Carmel Church of God, 2493 Carmel Church Rd., Celina, Ohio with Pastor Mark Wakeland officiating; where the family will receive friends one hour prior to the services.
  Burial will follow at Swamp College Cemetery, Celina.
Memorial Contributions can be made to Camp Otyokwah, 3380 Tugend Rd., Butler, Ohio 44822, or the Gideon's Memorial Bible Program.
  Arrangements have been entrusted to Cisco Funeral Home, Celina.
