NOTICE TO BIDDERS
The City of Celina will receive sealed bids for the construction of the New Building for Public Works Department project.
Bids will be received at the office of the City of Celina, 225 N. Main Street, Celina, Ohio, until 10:00 a.m. December 13, 2024, at which time and place bids will be opened publicly and read aloud. Bids received after 10:00 a.m. will be returned unopened.
Bids will be received on a lump sum basis as outlined in the bid documents.
The project involves the construction of a 20,000 square foot steel frame storage building with metal exterior walls and roof panels, and metal interior wall panels. The building will have a concrete foundation and concrete floor, and include a 4,000 square foot office space within the main building.
Bids must be signed and submitted on the separate bidding forms included in the Bidding Documents, sealed in the provided envelope, and shall be accompanied by either a Bid Guaranty Bond in the amount of 100% of the Bid amount or by a certified check, cashier's check, or letter of credit on a solvent bank in the amount of not less than 10% of the amount of the Bid, subject to conditions provided in the Instructions to Bidders. Bid security, furnished in Bond form, shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety. The successful Bidder will be required to furnish a satisfactory Performance Bond in the amount of 100% of the Bid.
Attention of bidders is called to all of the requirements contained in this bid packet, particularly to the State of Ohio prevailing wage rates, various insurance requirements, and various equal employment opportunity provisions.

NOTICE OF PUBLIC HEARING
Notice is hereby given that the County of Mercer will hold a Public Hearing on Tuesday, December 10, 2024, at 2:00 p.m. in the Mercer County Commissioners Office, Central Services Building, 220 West Livingston Street, Room A201, Celina, Ohio.
Based on both citizen input and local officials' assessment of the county's needs, the county is proposing to undertake the following Revolving Loan Fund activity:
The county intends to loan the amount of $100,000 to Cut-Rite Manufacturing LLC for the purchase of equipment to expand operations at 1973 St. Rt. 119, Fort Recovery. Cut-Rite Manufacturing LLC will create 4 FTE jobs, of which 3 will be offered to or made available to LMI persons; which meets the National Objective.
The total project cost will be $2,476,000 with funds coming from Revolving Loan Fund of $100,000; Equity $243,600 and Private Lenders $2,132,400.
This second public hearing is being held to give citizens an adequate opportunity to review and comment on the county's proposed applications, before the loans are approved.

The Planning Commission of the City of Celina will hold a public meeting on Thursday, December 12, 2024, in the Celina Administration Building, 225 N. Main Street (second floor Council Chambers). The meeting will begin at 7:00 p.m.
The first item on the agenda is a conditional use from Gavin Brown for 325 Leona Street. Request is for a landscaping and mowing company with storage of equipment and materials. Zoning is R-2.
The second item is a request from Michael and Sheila Young of 825 Linden Avenue. They are requesting 0.021 acres be split from 817 Linden Avenue to their property to give them more room for a driveway. Zoning is R-1.

In accordance with OAC rule 901:10-6-01, public notice is hereby given that the Ohio Department of Agriculture (ODA) is accepting comments on a draft Permit to Operate (PTO) renewal for the facility called "Unrast Poultry" which is located at 8758 State Route 119, Maria Sein, OH 45860 in Mercer County, Marion SE Township in the Upper Wabash Watershed. If the final permit is issued, the PTO would be valid for five years.

Any person may submit written comments and/or request a public meeting on the draft permit.
