* WHERE...Portions of east central Indiana, including the following counties, Fayette, Union and Wayne and Ohio, including the following counties, Auglaize, Champaign, Clark, Darke, Delaware, Fairfield, Fayette, Franklin, Greene, Hardin, Hocking, Licking, Logan, Madison, Mercer, Miami, Montgomery, Pickaway, Preble, Shelby and Union.
* WHEN...Through Thursday morning.
* IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations.
* ADDITIONAL DETAILS... - Repeated rounds of storms, combined with the extremely wet soil conditions will increase the risk for flash flooding into the overnight hours.

At 849 AM EDT, local law enforcement reported flash flooding in Wapakoneta, southwest of Kenton, and throughout Logan County. Between 2 and 4 inches of rain have fallen. Flooding impacts will continue, but no additional rainfall is expected.
HAZARD...Flash flooding caused by heavy rain.
SOURCE...Law enforcement reported.
IMPACT...Flash flooding of small creeks and streams, urban areas, highways, streets and underpasses as well as other poor drainage and low-lying areas.
Some locations that may experience flash flooding include... Wapakoneta, Kenton, Fort Shawnee, Cridersville, Russells Point, Lakeview, Alger, Waynesfield, Belle Center, West Mansfield, Chippewa Park, Northwood, Roundhead, Mount Victory, Rushsylvania, Mcguffey, Huntsville, Ridgeway, Buckland and Uniopolis.

Robert Vining
Former Willshire resident Robert E. Vining, 59, died at 10:16 p.m. Oct. 17, 2006, at the Miller House, Celina. Death was due to natural causes.
He was born Nov. 20, 1946, in Van Wert, to Eugene and Rosella L. Dull Vining. His mother survives in Celina.
Also surviving are two daughters, Patricia (Tony) Maravolo, Cedar Springs, Mich., and Barbara, New York City, N.Y.; a brother, John (Teresa), Ohio City; a sister, Marianna (Kenneth) Fetters, Celina; and a granddaughter.
He was a truck driver and farmer, and previously served in the National Guard in Winchester, Ind., and the Peace Corps in the South Pacific. He graduated in 1964 from Parkway High School and Central Michigan University, where he earned a teaching degree. He attended the former Zion United Brethren Church, Willshire.
Services are 10:30 a.m. Saturday at Lehman-Hogenkamp-Dzendzel Funeral Home, Celina, the Rev. Robert Loar officiating. Burial is at Willshire Cemetery.
Calling is 4-8 p.m. Friday at the funeral home.
