* WHERE...Portions of east central Indiana, including the following counties, Fayette, Union and Wayne and Ohio, including the following counties, Auglaize, Champaign, Clark, Darke, Delaware, Fairfield, Fayette, Franklin, Greene, Hardin, Hocking, Licking, Logan, Madison, Mercer, Miami, Montgomery, Pickaway, Preble, Shelby and Union.
* WHEN...Through Thursday morning.
* IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations.
* ADDITIONAL DETAILS... - Repeated rounds of storms, combined with the extremely wet soil conditions will increase the risk for flash flooding into the overnight hours.

* IMPACTS...Flooding of rivers, creeks, streams, and other low-lying and flood-prone locations is imminent or occurring.
* ADDITIONAL DETAILS... - At 1036 PM EDT, emergency management reported flooding in the warned area. Between 3 and 6 inches of rain have fallen. Additional rainfall amounts up to 0.5 inches are possible. - Some locations that may experience flooding include... Sidney, Bellefontaine, Newport, West Liberty, Anna, Fort Loramie, De Graff, Quincy, Port Jefferson, Valley Hi, Zanesfield, Maplewood, Pemberton, Logansville, Mcmorran, Swanders, Pickrelltown, New Jerusalem and Lake Loramie State Park.

Phillip Briggs
Phillip M. Briggs, 68, of Coldwater, died at 10 p.m. Nov. 26, 2006, at Briarwood Manor, Coldwater.
He was born May 8, 1938, in Lima, to Dorse and Gladys E. Cox Briggs. His mother survives in Celina. On Nov. 3, 1957, he married Ethel M. Patterson, who survives in Celina, as well.
Also surviving are a son, Phillip, Covington, Ga.; a daughter, April (Eric) Goodwin, Coldwater; two brothers, Gerald (Marlene), Indian Lake, and Steven (Cheryl), Lima; five grandchildren and a stepgrandchild.
Deceased are a daughter, Tameria Kay Briggs and a brother, Denny.
He was an insurance agent for American General Life/Accident. After retirement, he worked for Kerns Ford, St. Marys, and Tracy's Appliances, Lima. He was a veteran of the U.S. Marines.
He was a 1957 graduate of Lima Senior High School and a member of Market St. Presbyterian Church, Allen County Horseshoe Organization and the Lima Area Radio Kontrol Society (LARKS).
Services are 11 a.m. Thursday at Chiles-Laman Funeral Home, Shawnee Chapel, Lima, the Rev. Robert Wood officiating. Burial is at Memorial Park Cemetery with military rites by Veterans of Foreign Wars Post 1275, Lima.
Calling is 2-8 p.m. Wednesday at the chapel.
