* IMPACTS...The cold wind chills as low as 15 below zero could result in hypothermia or frostbite if precautions are not taken.

Nearly the entire tree lawn along the newly rebuilt Touvelle Street is overgrown with weeds. City officials intend to replant grass and are waiting to finish the sidewalk until the phone company buries an overhead line and two poles can be removed.
