Folks might consider Richard "Rich" Boeckman's method of planting flowers somewhat skimpy. He is merely giving the plants extra room to grow. Passers-by and neighbors can attest that his philosophy translates into a colorful display at the intersection of Garfield and Third streets in Minster.
