* IMPACTS...Minor flooding in low-lying and poor drainage areas.
* ADDITIONAL DETAILS... - At 1146 PM EDT, radar indicated heavy rain due to thunderstorms. Minor flooding is ongoing or expected to begin shortly in the advisory area. Between 1.5 and 3 inches of rain have fallen. - Some locations that may experience flooding include... Sidney, Anna, Jackson Center, Botkins, Hardin, Port Jefferson, Kettlersville, Swanders, Montra, Maplewood, Mccartyville, Fryburg, Newbern and St. Johns.

Donald Topp
Former Delphos resident Donald W. "Tony" Topp, 79, of Celina, died at 12:20 a.m. Jan. 29, 2009, at St. Rita's Medical Center, Lima.
He was born Aug. 24, 1929, in Landeck, to Joseph and Emma Adang Topp. On May 9, 1972, he married Carol S. Garber, who died Jan. 8, 2008.
Surviving are three stepsons, Robert G. (Mary Ann) Garber, Delphos, Michael W. (Mary) Garber, Fort Wayne, Ind., and John L. Garber, Lima; a stepdaughter, Beverly K. Garber, Elida; two sisters, Lucille Siebert, Spencerville, and Clara (Orville) Carder, Delphos; nine grandchildren and seven great-grandchildren.
Deceased are two daughters, Tina Marie and Shana Nicole; a sister, Alice Elwer; and three brothers, Herman, Robert and Eugene.
He worked for Fruehauf Corporation, Delphos, for 30 years and was a U.S. Army veteran of the Korean War, and a Purple Heart recipient.. He was a member of St. John the Evangelist Catholic Church, and the Veterans of Foreign Wars, both of Delphos.
Services are 11 a.m. Monday at Harter and Schier Funeral Home, Delphos, the Rev. Jacob Gordon officiating. Burial is at St. John's Cemetery, Delphos, where military rites will be conducted by the Delphos Veterans Council.
Calling is 1-6 p.m. Sunday and 10-11 a.m. Monday at the funeral home.
