* WHEN...Until 245 AM EDT.
* IMPACTS...Minor flooding in low-lying and poor drainage areas.
* ADDITIONAL DETAILS... - At 1146 PM EDT, radar indicated heavy rain due to thunderstorms. Minor flooding is ongoing or expected to begin shortly in the advisory area. Between 1.5 and 3 inches of rain have fallen. - Some locations that may experience flooding include... Sidney, Anna, Jackson Center, Botkins, Hardin, Port Jefferson, Kettlersville, Swanders, Montra, Maplewood, Mccartyville, Fryburg, Newbern and St. Johns.

Carolyn Heppeard
Carolyn June Heppeard, 73, Rockford, died March 12, 2012, at her residence.
She was born March 18, 1938, in Ohio City, to Foster "Sam" and Georgia Hoffman Heppeard.
Surviving are three nephews, Gary (Kathy) Pontsler, Willshire, Rick Pontsler, Rockford, and Greg (Jami) Pontsler, Rockford, and one niece, Linda Pontsler, Celina.
Deceased are two brothers, Bill Heppeard and Roger Heppeard; and two sisters, Veda Heppeard and Vivian Pontsler.
She was a graduate of Ohio City-Liberty High School and worked at Borden Cheese factory in Van Wert for many years.
There will be no visitation or services.
