* WHERE...Portions of east central Indiana, including the following county, Wayne and Ohio, including the following counties, Auglaize, Champaign, Clark, Darke, Delaware, Franklin, Greene, Hardin, Licking, Logan, Madison, Mercer, Miami, Montgomery, Preble, Shelby and Union.
* WHEN...From midnight EDT tonight through Thursday afternoon.
* IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations.
* ADDITIONAL DETAILS... - Multiple rounds of rain will occur overnight into Thursday. The heavier bands of rainfall will have 2 to 4 inches with locally higher amounts.

Palmer Halbert
Palmer Halbert, 86, St. Marys, died March 12, 2014, at St. Rita's Medical Center, Lima.
He was born July 26, 1927, in Salisbury, Ky., to Garner and Nannie Stewart Halbert. He married Nannie Foster on April 19, 1947, in Paintsville, Ky., and she survives at the residence.
Also surviving are four children, Pam (Byron) Chivington, St. Marys, Paula Peters, Kettering, Wanda Sawmiller, St. Marys, and Warren (Michelle) Halbert, St. Marys; seven grandchildren, Jeff Chivington, Mandy Wynk, Brian Peters, Brad Halbert, Brent Halbert, Dustin Halbert and Kristi Meyer; nine great-grandchildren; and a sister, Emma Grace Billups, Martin, Ky.
He was preceded in death by three brothers, Jake Halbert, James Halbert and Aster Halbert.
He was a 1946 graduate of McDowell High School and retired from Goodyear Tire and Rubber Company, St. Marys. He enjoyed fishing, hunting, reading, gardening and watching University of Kentucky basketball.
Funeral rites will be 2 p.m. Sunday at Miller Funeral Home West Chapel, St. Marys, the Rev. Bill Drummond officiating. Burial will follow at Resthaven Memory Gardens.
Calling is 2-4 and 6-8 p.m. Saturday at the funeral home.
