* IMPACTS...Minor flooding in low-lying and poor drainage areas.
* ADDITIONAL DETAILS... - At 1054 AM EDT, local law enforcement has reported minor flooding in the advisory area. Between 2 and 3 inches of rain have fallen. Additional rainfall amounts of 1 to 1.5 inches are possible. - Some locations that may experience flooding include... Troy, Piqua, Greenville, Celina, Tipp City, St. Marys, West Milton, Coldwater, New Bremen, Minster, Versailles, Covington, St. Henry, Arcanum, Newport, Bradford, Union City, Fort Loramie, Fort Recovery and Pleasant Hill.

Norman Springer
Norman E. Springer, 60, Coldwater, Ohio, died Friday, February 2, 2018, at Kindred Hospital, Lima.
He was born February 20, 1957, in Celina, Ohio, the son of Gene and Francis (Partin) Springer.
He is survived by his son, Josh (Laine) Muston of Coldwater; by his three grandchildren: Ty Muston; Dascha Muston and Gabe Muston.
He was preceded in death by his parents and by his siblings, Jeff Springer; Nicla Springer Gates.
Norman had worked for many years burying telephone cable, and he was also a junk scrapper. He was a rugged outdoorsman and survivalist who loved guns, hunting and fishing. He spent his free time with his grandchildren.
Funeral rites will be held 7:00 P.M. Tuesday, February 6, 2018, at the Miller Funeral Home, 1605 Celina Road, Saint Marys. Private family burial rites will be held at the Ridge Cemetery in Middle Point, Ohio.
Friends may call from 5-7 P.M. Tuesday at the funeral home, where memorial gifts may be given to his family.
