A public hearing will be held before the Mercer County Board of Zoning Appeals on April 22, 2024, at 6:00 P.M. at the Jefferson Township House, 7171 Havemann Road, Celina, Ohio, for the purpose of hearing the following:
An application by Robert and Joyce Roth, for front and size yard set back variances to construct a front porch at 3211 Shore Street, Celina, in Section 4, Township 6 South Range 3 East, Jefferson Township, Mercer County, Ohio.

NOTICE TO BIDDERS
The Mercer County Commissioners, acting for the Village of Rockford, will receive sealed bids for the construction of the Franklin Street Improvements Project within the Village of Rockford, Ohio.
Bids will be received at the Mercer County Commissioners office located at Room A201, 220 W. Livingston Street, Celina, Ohio 45822, until 10:00 a.m. (local time), April 25, 2024, at which time and place bids will be opened publicly and read aloud. Bids received after 10:00 a.m. (local time) will be returned unopened.
Bids will be received on a unit price basis as outlined in the bid documents:
The project includes the total reconstruction of Franklin Street, including storm sewers, catch basins, curbs, sidewalks, asphalt, and other related items.
Bids must be signed and submitted on the separate bidding forms included in the Bidding Documents, sealed in the provided envelope, and shall be accompanied by either a Bid Guaranty Bond in the amount of 100% of the Bid amount or by a certified check, cashier's check, or letter of credit on a solvent bank in the amount of not less than 10% of the amount of the Bid, subject to conditions provided in the Instructions to Bidders. Bid security, furnished in Bond form, shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety. The successful Bidder will be required to furnish a satisfactory Performance Bond in the amount of 100% of the Bid.
All contractors and sub-contractors involved with the project will, to the extent practicable, use Ohio Products, materials, services, and labor in the implementation of their project. Additionally, contractor compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123 is required.
Attention of bidders is called to all of the requirements contained in this bid packet, particularly to the Federal Davis-Bacon prevailing wage rates, encouragement of Disadvantaged Business Enterprises (DBE) utilization, various insurance requirements, various equal employment opportunity provisions, and Section 3 Requirements.
The Bidding Documents, which include Drawings, Specifications and blank bid forms, may be examined and obtained at the office of Access Engineering Solutions, LLC., 1200 Irmscher Boulevard, Suite B., Celina, Ohio, 45822. Bidders may obtain copies of the documents, with the cost of $25.00 for an electronic copy and $110.00 for a paper copy. The paper documents may be shipped at the Bidder's expense for an additional $15.00 shipping fee. Non-refundable checks are to be payable to Access Engineering Solutions, LLC. BIDS WILL ONLY BE ACCEPTED FROM BIDDERS LISTED ON THE ENGINEER'S OFFICIAL LIST OF PLAN HOLDERS.
The Owner reserves the right to reject each and every bid and to waive informalities, irregularities and errors in the bidding to the extent permitted by law.
No bidder may withdraw his bid within 60 days after the actual date of the opening thereof.

Notice of Public Hearings and Special Meeting

Notice is hereby given that there will be three public hearings conducted by the Board of Trustees of Gibson Township, Mercer County, Ohio, regarding the adoption of a resolution to levy an additional license tax of five dollars per motor vehicle on all motor vehicles the owners of which reside in the unincorporated area of the township. The purpose of this tax is for paying the costs and expenses of enforcing and administering the tax and for the construction, reconstruction, improvement, maintenance, and repair of township roads, bridges, and culverts; for purchasing, erecting, and maintaining traffic signs, markers, lights, and signals; for purchasing road machinery and equipment, and planning, constructing, and maintaining suitable buildings to house such equipment; for paying any costs apportioned to the township under section 4907.47 of the Revised Code; and to supplement revenue already available for such purposes.
The hearings shall be held at the Gibson Township Hall, 1700 Industrial Dr., Fort Recovery, Ohio 45846 on March 20, March 27, and April 24, 2024 at 8:00 PM.
Following the third public hearing the Gibson Township Board of Trustees will conduct a Special Meeting to consider adoption of the resolution.

NOTICE OF PUBLIC HEARING
Notice is hereby given that the County of Mercer will hold a Public Hearing on Tuesday, April 16, 2024, at 2:00 p.m. in the Mercer County Commissioners Office, Central Services Building, 220 West Livingston Street, Room A201, Celina, Ohio.
Based on both citizen input and local officials' assessment of the county's needs, the county is proposing to undertake the following Revolving Loan Fund activity:
The county intends to loan the amount of $125,000 to S3B Family LLC dba Daylight Donuts for the purchase of equipment to operate a donut shop to be built at 222 W. Logan St., Celina. Daylight Donuts will create 5 FTE jobs, of which 3 will be offered to or made available to LMI persons; which meets the National Objective.
The total project cost will be $736,322 with funds coming from Revolving Loan Fund of $125,000; Equity $175,000 and Private Lender $436,322.
This second public hearing is being held to give citizens an adequate opportunity to review and comment on the county's proposed application, before the loan is approved.
