* WHERE...Portions of Indiana, including the following counties, Dearborn, Fayette, Franklin, Ohio, Ripley, Switzerland, Union and Wayne, Kentucky, including the following counties, Boone, Bracken, Campbell, Carroll, Gallatin, Grant, Kenton, Lewis, Mason, Owen, Pendleton and Robertson, and Ohio, including the following counties, Adams, Auglaize, Brown, Butler, Champaign, Clark, Clermont, Clinton, Darke, Delaware, Fairfield, Fayette, Franklin, Greene, Hamilton, Hardin, Highland, Hocking, Licking, Logan, Madison, Mercer, Miami, Montgomery, Pickaway, Pike, Preble, Ross, Scioto, Shelby, Union and Warren.
* WHEN...Through Friday morning.
* IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Area creeks and streams are running high and could flood with more heavy rain.
* ADDITIONAL DETAILS... - Additional storms will move into the area after midnight, persisting through late Friday morning. Heavy rain can be expected with these storms, with the risk of flash flooding increasing with storms that repeatedly move over the same locations.

Joseph Tobin
Joseph A. Tobin, 85, 4700 Coldwater Creek Road, Celina, died at 10:10 p.m. Dec. 15, 2007, at Briarwood Manor Nursing Home, Coldwater.
He was born March 28, 1922, in Tipton, Ind., to George and Armeilla Roeckner Tobin. On May 27, 1948, he married Claire Huwer, who died April 5, 2007.
Other survivors are three sons, Ken (Dorothy) and Dan, all of Coldwater, and Mark (Jill), Fort Recovery; a daughter, Carole (Allan) Bilger, White Pigeon, Mich.; a brother-in-law, Howard Huwer, Coldwater; 11 grandchildren and eight great-grandchildren.
Deceased is a son, Carl; a brother, Paul; and a sister, Rita.
He retired as a farmer in 2001. A U.S. Army veteran of World War II, he was a member of Immaculate Conception Catholic Church, Celina, American Legion Post 470, Veterans of Foreign Wars Post 5135 and Fraternal Order of Eagles Lodge 3025, all of Coldwater.
Funeral Mass is 10:30 a.m. Wednesday at Holy Trinity Catholic Church, the Rev. Daniel Schmitmeyer officiating. Burial with military rites is at St. Elizabeth Cemetery, Coldwater.
Calling is 3-8 p.m. Tuesday and 9-10 a.m. Wednesday at Hogenkamp Funeral Home, Coldwater.
