Officials break ground for solar plant

CELINA - Optional Energy Partners (OEP) of Michigan plans to begin construction of an algae/manure digester at the Celina Renewable Energy Center in November. It should be finished by the first quarter of 2012, a company official said.
Wright State University in Dayton approved a 3.5 percent tuition increase this month, the highest amount allowed at a state university.
The move follows several other universities that also have increased tuition due to expected state funding cuts.
