* WHERE...Portions of east central Indiana, including the following counties, Fayette, Union and Wayne and Ohio, including the following counties, Auglaize, Champaign, Clark, Darke, Delaware, Fairfield, Fayette, Franklin, Greene, Hardin, Hocking, Licking, Logan, Madison, Mercer, Miami, Montgomery, Pickaway, Preble, Shelby and Union.
* WHEN...Through Thursday morning.
* IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations.
* ADDITIONAL DETAILS... - Repeated rounds of storms, combined with the extremely wet soil conditions will increase the risk for flash flooding into the overnight hours.

* IMPACTS...Flooding of rivers, creeks, streams, and other low-lying and flood-prone locations is imminent or occurring.
* ADDITIONAL DETAILS... - At 1036 PM EDT, emergency management reported flooding in the warned area. Between 3 and 6 inches of rain have fallen. Additional rainfall amounts up to 0.5 inches are possible. - Some locations that may experience flooding include... Sidney, Bellefontaine, Newport, West Liberty, Anna, Fort Loramie, De Graff, Quincy, Port Jefferson, Valley Hi, Zanesfield, Maplewood, Pemberton, Logansville, Mcmorran, Swanders, Pickrelltown, New Jerusalem and Lake Loramie State Park.

Neppisee Harman
Neppisee Lena "Neppi" Harman, 92, of Celina, Ohio, died at 10:05 pm, Wednesday, May 8, 2019 at Celina Manor in Celina.
She was born June 5, 1926 in Wabash, Indiana to Norman Rhoads and Hazel (Kumley) Gray. Neppi was a 1944 graduate of Wabash High School, and attended Frankfort Pilgrim College in Frankfort, Indiana.
She first married Ernest Birt, he died in 1964. Her second marriage was to Benjamin Shaner; he died September 2, 1986. She then married Ronald Harman; he died March 12, 1999.
Neppi retired from Fort Recovery Industries. She enjoyed fishing, crocheting, raising flowers, and doing crafts. She lived in Wabash, Ohio many years, in Silver Lake, Indiana, and also lived several years in Ocala, Florida.
She is survived by two children, Rebecca Birt Hart of Celina, and Mark (Bobbie) Birt of Spencerville, Ohio, five grandchildren, Dominica Hart of Indianapolis, Indiana, Ashley (Kevin) Wagnild of Russia, Ohio, Lauren Hart of Celina, Cassandra Birt of Mooresville, Indiana, and Gabriel Birt of Celina, 10 great grandchildren, brother, George (Peggy) Rhoads of Wabash, three half brothers, Norman Rhoads, Dennis Rhoads, and Darwin Rhoads, and half sister Martha Guerra.
She was also preceded in death by her parents, two sons, Daniel and Timothy Birt, son-in-law, James Hart, four brothers, one sister, two half brothers, and three half sisters.
Funeral services will be 11:00 am Wednesday, May 15, 2019 at Grandstaff-Hentgen Funeral Service, 1241 Manchester Ave., Wabash. Burial will be in Graceland Cemetery, Claypool, Indiana.
Friends may call 3-7 p.m. Tuesday at the funeral home.
Preferred memorial is National Kidney Foundation.
