The Daily Standard takes a tour of Celina's Water Treatment Plant with Superintendent of Water, Mike Sudman. The treatment process is followed from initial intake and clarifying in the 1952 building to the new granular activated carbon (GAC) facility constructed in 2008.

* WHERE...Portions of east central Indiana and central and west central Ohio.
* WHEN...From 7 AM Monday to 9 AM EST Tuesday.
* IMPACTS...The cold wind chills as low as 10 below zero could result in hypothermia if precautions are not taken. Wind chill values can lead to hypothermia with prolonged exposure.
